President Obama Monday issued an executive order aimed at reducing improper payments in federal programs. Among other actions, the order requires the director of the Office of Management and Budget to identify federal programs with the highest improper payments, and each federal agency to publicly report at least quarterly on high-dollar improper payments. The secretary of the Treasury must use the Internet to collect from the public information on suspected incidents of waste, fraud and abuse and publish information on entities with the greatest outstanding improper payments. The OMB director also must establish working groups to recommend how to improve audits, incentives and accountability to reduce improper payments for state and local governments and other entities that receive federal funds.
