The Senate is expected to consider Monday whether to proceed to a vote on H.R. 1586, legislation that includes a six-month extension of Medicaid's enhanced Federal Medical Assistance Percentage for states (through June 2011). Senate Majority Leader Harry Reid (D-NV) added the FMAP provision late yesterday as a substitute amendment to the bill. The provision phases down the across-the-board increase in the federal Medicaid match, from 6.2% in 2010 to 3.2% in the first calendar quarter of 2011 and 1.2% in the second quarter. The bill clarifies that states with Section 1115 waivers covering childless adults in effect as of Dec. 31, 2009 meet the maintenance-of-effort requirements for receiving the enhanced FMAP. It also requires states to certify that they will request and use the additional funds. The FMAP funding and other spending in the bill would be paid for through a combination of tax increases and rescissions.
