At its initial meeting today, the Health Information Technology Standards Committee agreed to form work groups to address standards for clinical operations, clinical quality, and privacy/security. The committee also agreed to create a "roadmap" of current and upcoming requirements and standards affecting health IT, such as implementation of the ICD-10 coding system and the definition of "meaningful use," a concept that will determine the level of health IT adoption eligible for funding under the American Recovery and Reinvestment Act. During the discussion, National Coordinator for Health IT David Blumenthal noted that the definition of meaningful use is expected to evolve over time and that the panel may consider health IT requirements beyond 2011. The committee, chaired by Jonathan Perlin, M.D., president of clinical services and Chief Medical Officer at the Hospital Corporation of America, was created by the ARRA to identify standards for electronic health information exchange. The ARRA also established a Health IT Policy Committee, which will recommend policies and standards for a nationwide health information technology infrastructure.
