Addressing physicians last week at the American Medical Association's annual policy meeting in Chicago, President Obama said capping medical liability "can be unfair to people who've been wrongfully harmed." But he added that "we need to explore a range of ideas about how to put patient safety first, let doctors focus on practicing medicine and encourage broader use of evidence-based guidelines." He said that "replicating best practices, incentivizing excellence and closing cost disparities" need to be the three key goals of health reform.
